Mr. Cipolla graduated from École Polytechnique de Montréal in 1995, with a Bachelor’s degree in Civil Engineering, and went on to complete his Master’s Degree in 1998, with a specialization in earthquake engineering at that same institution.  He is a member of the Ordre des Ingénieurs du Québec (OIQ).

Mr. Cipolla has over 25 years of experience in the construction industry, having worked as a structural designer and as a general contractor.  He is a co-founder of ECHP.

Throughout his career, he has led and managed heavy civil projects, including the Réseau Express Métropolitain (REM) project in Montréal, as a Director of two of the three branches of the project.  His field of expertise covers project management, project planning, contract negotiation, claims and expertise, as well as design-build type projects.  Understanding the complexity of multidisciplinary projects, he brings a collaborative approach to reunite all parties, including the Client, to work as one keeping focus on scope, costs and deadlines.

Scott brings over a decade of experience in the construction industry, with a strong track record on large-scale infrastructure projects.

Since graduating with a Bachelor's degree in Civil Engineering from McGill University in 2010, he has worked extensively on major infrastructure developments. His career spans both construction and engineering roles, particularly within design-build project environments.

This dual perspective has equipped him with a well-rounded understanding of construction project management and technical expertise across multiple disciplines. Scott has led and contributed to projects through every phase—from early design to final delivery. He is recognized for his collaborative approach, strong problem-solving skills, and ability to align diverse stakeholders toward common goals.

Scott is a co-founder of ECHP, where he continues to apply his hands-on experience to support complex engineering and construction projects.

With over ten years of experience in engineering and construction, Mahmoud Ashour specializes in delivering large-scale infrastructure and industrial projects in the manufacturing, mining, and transportation sectors.

He holds a Master’s degree in Civil Engineering from Concordia University and has led key initiatives on major projects, notably overseeing the civil and structural design of the Northvolt Six plant, a $7 billion project, and contributing to the REM project in Montreal.

Mahmoud has strong expertise in structural and temporary works engineering. Known for his collaborative and multidisciplinary approach, he combines technical innovation with pragmatism, always striving to balance performance, cost-efficiency, and sustainability to deliver robust, future-ready engineering solutions.

Jean-François has over 20 years of experience in the construction industry, where he has held key roles in estimating, project management, and operations leadership.

His diverse background has led him to participate in and lead large-scale projects totaling several hundred million dollars, particularly in the fields of municipal infrastructure, civil engineering, and building construction.

A recognized expert in cost estimating, he also excels in preparing claims, resolving disputes, and negotiating contracts. He has built strong relationships with clients, contractors, and partners thanks to his rigorous approach, strategic vision, and ability to rally teams around project goals.

His hands-on experience, discipline, and leadership make him a key player in the success of every project he is entrusted with.
